1911-1916: Secretary, San Mateo County Development Association
- "His only hobby is the upbuilding of San Mateo County."
- It was due to Frank Willard's defeat in 1916 that California's elections laws were updated to require that a candidate win their own primary in order to crossfile and run as a member of another party. Willard was a Democrat who won the Republican nomination and was defeated by Frank Eksward, a Republican who won the Democratic nomination.
