Born: October 13, 1869 in Foxcroft, Maine
Died: September 20, 1922 in Oakland, CA

1910: Member, Oakland City Board of Freeholders
1911: Proponent, Proposition 7 (Establishing the right of Initiative and Referendum in California)

  • LEGISLATION: Clark (with Senator Lee C. Gates) was the Author of SCA 22 (1911) which gave California voters the right of initiative and referendum. 
  • LEGISLATION: Clark (with Senator Lee C. Gates) was the Author of SCA 23 (1911) which gave California voters the ability to recall statewide and legislative elected officials. 
  • LEGISLATION: Clark (with Senator Marshall Black) was the Author of AB 735, AB 788, and AB 789 (1911) which were the first natural resources conservation laws passed by the California legislature.
