1863-1865: Superintendent, State Reform School [Marysville]

  • LEGISLATION: Author of AB 446 (Chapter 347, Statutes of 1862) to establish and maintain a State Normal School (later the California State Colleges and finally the California State University). The law, approved by Governor Stanford on May 2, 1862, gave a newly appointed Board of Trustees until June 1, 1862 to arrange for the opening of the Normal School and declared that females over fifteen years of age and males over age 18 were entitled to admission.
