1918-1926: Deputy District Attorney, Stanislaus County
- NOTABLE NO VOTE: Zion was one of two no votes (both in the Assembly) for Senate Bill 683 (1931) which created the retirement system for state employees (today named CalPERS). The other was Robert F. Fisher.
