1910-1911: Member, Committee to Revise Los Angeles City Charter
1912: Chairman, Board of Freeholders to frame charter for Los Angeles County
1913-1920: Justice, Los Angeles Superior Court
1921-1926: Associate Justice, California Court of Appeal, Second Appellate District, Division 2
1926-1933: Presiding Justice, California Court of Appeal, Second Appellate District, Division 2
- His biography on courtinfo.ca.gov says that he was the "son of U.S. Senator John Downey". They most likely meant John G. Downey, who served as Governor (but never a US Senator) rather than Sheridan Downey who was a US Senator (but wasn't born until 15 years after Works).
