- LEGISLATION: Author of SB 855 (1921), known as the King Tax Bill. The bill raised corporate tax rates in California and, in March 1921, sparked possibly the most bitterly fought legislative battle in California history. After massive lobbying on both sides, allegations of bribery, and heavy newspaper coverage, the measure eventually passed with the bare two thirds vote necessary, and was signed by the Governor.
