  • LEGISLATION: Weller was the author of AJR 1 (1925) which provided California's ratification of what was called the Child Labor Amendment, a proposed amendment to the United States Constitution, which would have allowed Congress to regulate child labor. The constitutional amendment was not ratified by the required number of states and did not become law. (Res. Chapt. 1, Stats of 1925)
