1920s: Chairman, Fresno County Highway Commission

  • LEGISLATION: In 1913, Sutherland authored AB 907 (Chapt. 342 , Stats of 1913) which amended the Poison Act to make the sale and possession of Cannabis sativa a misdemeanor.
