- LEGISLATION: Author of SB 1x2 (Chapt 1, Stats of 1999) which created the California High School Exit Examination (CAHSEE). The CAHSEE was required of California high school graduates between 2006 and 2015, when it was retroactively cancelled back to the 2003-04 school year by SB 172 (Carol Liu).
- LEGISLATION: Author of AB 3326 (Chapt 270, Stats of 1994) which repealed various "obsolete laws" including the law which prohibited dueling in California.
- In 1989, O'Connell was the target of an attempted recall by Charles L. Townsend, William E. Cullen, Fayne S. McElroy, and Joseph B. Conyers. The recall failed to qualify for the ballot.
- The portion of Route 46 from US 101 to Route 41 near Cholame is named the Jack O'Connell Highway. Jack O'Connell was a state senator authored the resolution that made that segment of Route 46 a double-fine zone as part of an overall safety enforcement effort on the route. - Source: cahighways.org
