  • LEGISLATION: Author of AB 263 (Chapt. 339, Stats of 1923) which was California's most comprehensive firearms law up to that point. The law required the registration of all sales of and regulated the possession, sale, and use of pistols and concealable firearms. It prohibited the carrying of concealed firearms except by those lawfully authorized. It also prohibited the ownership or possession of a concealable firearm by any unnaturalized foreign-born person or any person convicted of a felony against the person or property of another, or against the US or California governments.
